CHILTERN’S DAVE PENNEY TO HEAD CENTRAL ROUTE

Dave Penney: the Chiltern MD is joining Network Rail as Route Director – Central under Tim Shoveller.

NETWORK RAIL’S new structure of five Regions and 14 Routes went fully live on 16 September.

Two of the Regions (Eastern and Scotland) had gone live with an interim structure around a month earlier on 19 August.

The restructuring was initiated by chief executive Andrew Haines, who said the change is ‘all about moving power and accountability from the big network functions to the Routes and Regions, giving them greater accountability for train performance in their areas’.

NR says the new Routes take responsibility for operations, maintenance and minor renewals and manage day-to-day delivery of train performance and relationships with local train operators.

Mr Haines’ programme goes under the banner ‘Putting Passengers First’, with further changes to follow through to summer 2020, subject to consultation.

NR has also confirmed the appointment of the 14 Route directors. Among them, Chiltern Railways Managing Director Dave Penney will leave the operator in the New Year to take up the role of Route Director, Central within the North West and Central Region, led by Tim Shoveller. David Golding will act as Route Director in the interim.
